Broad-based black economic empowerment is a policy of South Africa to redress the economic wrongs of Apartheid and grow the economy.
The applicable act is B-BBEE Act 53 of 2003.
Amongst others the Act requires that a scorecard be implemented to measure compliance.
The act requires that a document called Codes of Good Practice be created to give guidance on how to comply and how to measure compliance via the scorecard.
The Act also allows various industries to set up their own specific codes of good practice. These codes, for specific industries are called charters.
